It must be crafted in the Enhanced Crafting Table.

The Composter can convert materials into other, related materials.
¶ Use
Hold the required items. Crouch and right click on the machine.
This machine has no inventory. It drops items after processing.
Recipe Chest: You can place a normal, single chest next to the Composter, to automatically move any crafted items into the chest.
